
The Minister of Marine and Blue Economy, Adegboyega Oyetola, has issued a stern directive to heads of agencies under the ministry, insisting on strict accountability and measurable performance outcomes.
Oyetola gave the charge during the signing of performance bonds with agency heads at the Ministerial Management Retreat, held alongside the 2026 first-quarter stakeholders’ engagement in Lagos.
“Let me emphasise that all Departments and Agencies under the Ministry must remain firmly focused on delivering tangible results”, the minister said.
He stressed that the performance bonds signed at the retreat are not symbolic but binding commitments that will be closely monitored and rigorously evaluated.
“These are not ceremonial documents. They are binding commitments. Accountability will not be optional”, he declared.
The minister underscored the importance of data-driven decision-making, effective monitoring and evaluation systems, and alignment with the ministry’s strategic goals.
“At the institutional level, we must remain disciplined and accountable. Every department and agency must deliver measurable outcomes”, he added.
He explained that the retreat was designed to strengthen synergy between policy formulation, implementation, and stakeholder expectations.
“The integration of this engagement enables us to listen, reflect, and recalibrate”, he noted.
The high point of the event was the formal signing of performance bonds between the minister and chief executives of key maritime agencies, including the Nigerian Shippers’ Council (NSC), Nigerian Ports Authority (NPA), Nigerian Maritime Administration and Safety Agency (NIMASA), National Inland Waterways Authority (NIWA), Maritime Academy of Nigeria (MAN), and the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN).
Others are the Nigerian Institute for Oceanography and Marine Research, Federal College of Fisheries and Marine Technology, National Institute for Freshwater Fisheries Research, and the Federal Colleges of Freshwater Fisheries Technology in New Bussa and Baga.
The move signals a renewed push by the ministry to entrench performance-driven governance and ensure agencies deliver concrete results in line with national maritime objectives.
