Delta State Governor, Elder Sheriff Oborevwori, has formally flagged off the construction of the Otovwodo Flyover in Ughelli North Local Government Area, describing the project as a long-term solution to the persistent traffic congestion at one of the State’s busiest intersections.

The flag-off ceremony, held amid celebration and widespread community excitement, marked another major milestone in the governor’s infrastructure renewal drive aimed at improving urban mobility, enhancing road durability, and strengthening connectivity across Delta State.

Oborevwori said the exponential population growth in Ughelli has placed enormous pressure on existing road infrastructure, particularly at the Otovwodo Junction along the East–West Road, which has over the years become a major traffic choke point.

According to him, commuters often lose several productive hours daily at the junction, a situation he said he had personally experienced.

“This project is not just about easing traffic; it is about restoring productivity, improving safety, and supporting economic activities in this important urban centre”, Oborevwori said, adding that the flyover aligns squarely with his administration’s M.O.R.E. Agenda for sustainable development.

He recalled that before the commencement of the flyover, the State government had constructed alternative access routes—including Uduere, Okogbe, Oru and Edo streets, as well as Royal Avenue linking Agbarha-Otor Road—as temporary relief measures to decongest the area.

Speaking at the event, the Managing Director of Julius Berger Nigeria Plc, Engr. Dr. Peer Lubasch, expressed appreciation to the Delta State Government for entrusting the project to the construction giant, describing the contract as a strong endorsement of the company’s engineering competence.

“We sincerely thank the Delta State Government for the confidence reposed in Julius Berger. We see this award not merely as a contract, but as a validation of our technical expertise and a testament to our enduring partnership with this great state” Lubasch said.

He praised Governor Oborevwori’s commitment to infrastructure development, noting that Julius Berger was proud to be a partner in delivering the goals of the M.O.R.E. Agenda, which he described as a blueprint for long-term prosperity.

Providing details of the project, Lubasch explained that the Otovwodo Flyover would consist of a 15-span structure designed as a two-lane dual carriageway, complemented by connecting roads, a roundabout, dedicated drainage systems, and modern solar-powered street lighting.

He assured residents that Julius Berger would deliver the project in line with the highest global standards.

“At Julius Berger, quality, safety and efficiency are non-negotiable. Our teams are committed to timely delivery while minimising disruption to daily activities”, he said, while appealing for the cooperation of host communities throughout the construction period.

The Otovwodo Flyover project, valued at ₦39.3 billion and scheduled for completion within 12 months, is expected to significantly reduce travel time, improve safety, boost commercial activities, and strengthen connectivity between urban and rural areas of Delta State.

The flag-off ceremony, which took on a carnival-like atmosphere, drew a wide spectrum of dignitaries, including royal fathers, community leaders, members of the State Executive Council, lawmakers from the Delta State House of Assembly, and representatives of the National Assembly.

Julius Berger’s delegation was led by its Managing Director and included the Regional Manager, South and East, Engr. Friedrich Wieser, as well as the Project Manager, Engr. Thomas Haug, among other senior officials.
