Julius Berger Nigeria PLC has reported significant progress on the Warri–Effurun roads and flyovers project, expressing confidence that the landmark infrastructure will be completed ahead of the March 2026 deadline.

The assurance camen amid commendation from Delta State Governor, Sheriff Oborevwori, following visible advance see qs across all sections of the project. The multi-billion-naira initiative, approved by the Delta State Government in September 2023, involves the construction of three flyovers and extensive road expansion works aimed at easing persistent traffic congestion in Warri and Effurun.

At the time of the contract award, the Permanent Secretary of the Ministry of Works, Fred Edafiogho, explained that the project was designed to address chronic gridlock in the twin cities. The scope includes the study, design, and construction of road expansion and improvement works along the DSC/NPA Expressway, stretching from Effurun Roundabout to DSC Roundabout on the Effurun/Patani section of the East–West Highway. 

The project also features three slipways to replace the existing cloverleaf interchange at the Effurun Flyover, as well as two pedestrian bridges within Effurun, Uvwie Local Government Area.

In addition, Julius Berger is handling the design and construction of flyovers at PTI Junction and DSC Roundabout, both located along the Effurun/Patani axis of the East–West Highway.

According to the project’s November 2025 monthly report, construction has reached advanced stages across all four components. The DSC Flyover is over 95.95 per cent complete, the PTI Flyover stands at 90.22 per cent, the Enerhen Flyover has exceeded 89.26 per cent completion, while the Effurun Road Expansion is currently at 53.58 per cent.

Project Manager, Thomas Hugh, disclosed that finishing works such as parapets, handrails, verge construction, and drainage installations are ongoing at the DSC Flyover. 

He added that the PTI Flyover has progressed beyond 90 per cent, with piling works, pipeline crossings, and protection completed, while stormwater drainage, earthworks, road expansion, and walkway construction continue.

At the Enerhen Flyover, Hugh said construction has advanced close to 90 per cent, with beam and slab launching completed, alongside the casting of the in-situ bridge deck.

“We are working in the best way we know how to deliver this project before the deadline, and as you can see, we are making progress on all fronts”, he stated.

The scale of progress was evident during Governor Oborevwori’s recent inspection tour of the projects across the Warri–Effurun metropolis. Choosing to walk through the Enerhen Junction to personally assess the work, the Governor was welcomed by enthusiastic residents, traders, and motorists, who hailed him as the “People’s Governor”.

Residents expressed appreciation for the ongoing construction of the DSC Roundabout and Enerhen Junction flyovers, as well as the reconstruction of the Warri–Sapele–Benin Road, describing the projects as transformative for the area.

Speaking to journalists after the inspection, Governor Oborevwori said he was satisfied with both the pace and quality of work being delivered by Julius Berger. He noted that the projects were strategically designed to permanently resolve traffic congestion and enhance the socioeconomic wellbeing of the people.

“I know what the people have gone through, and I feel their pain. But when there is pain, there will be enjoyment at the end of the project. 

“The people of Warri and Effurun are very happy, and they appreciate the quality job Julius Berger is doing”, the Governor said.
