APM Terminals Apapa has assured importers, customs agents, and freight forwarders that there will be no increase in charges following the Nigeria Customs Service’s planned transition from the Fast Track Scheme to the Authorised Economic Operator (AEO) Programme, scheduled to take effect on February 1, 2026.

The existing Fast Track Scheme, currently in operation, will be formally phased out on January 31, 2026, paving the way for full implementation of the AEO Programme.

The AEO Programme is a globally recognised trade facilitation initiative under the World Customs Organization (WCO) SAFE Framework of Standards. It is designed to strengthen supply chain security while simplifying customs procedures for compliant and trusted businesses.

Key benefits of the AEO Programme include faster cargo clearance with reduced inspections, priority treatment at ports, and enhanced trust and partnership between operators and the Nigeria Customs Service.

In a Customer Advisory on the Transition from the Fast Track Scheme to the Authorised Economic Operator (AEO) Programme issued on Thursday, January 8, 2026, APM Terminals Apapa reiterated that “under the AEO regime, Fast Track charges will remain the same, with no increase applied.”

The terminal operator further noted that businesses seeking to retain or enjoy improved facilitation benefits must apply for AEO certification.

APM Terminals encouraged all stakeholders to begin preparations for the transition by reviewing the eligibility requirements for AEO status and commencing the application process early. 

Stakeholders were also advised to contact the Nigeria Customs Service for further information and guidance on the AEO Programme.
