
The Federal Government of Nigeria has signed a Memorandum of Understanding (MoU) with DALIL UAE to deploy Advanced Cargo Information (ACI) systems across Nigerian airports.
This agreement is aimed at transforming Nigeria’s aviation and cargo sector by strengthening aviation security, improving efficiency, and enhancing government revenue assurance.
The MoU was signed on September 12, 2025, during a high-level mission to Abu Dhabi, United Arab Emirates, led by the Minister of Aviation and Aerospace Development, Festus Keyamo. The partnership seeks to entrench resilience, efficiency, and competitiveness in Nigeria’s aviation value chain.
Key Features of the Agreement:
– Implementation Timeline: Feasibility studies will commence in October 2025, followed by a nationwide rollout in the third quarter of 2026.

– Benefits: The ACI system will improve risk profiling, accelerate customs processes, and strengthen revenue collection. It will also facilitate international trade, boost Nigeria’s position as a regional logistics hub, and ensure compliance with International Civil Aviation Organisation (ICAO) and World Customs Organisation (WCO) standards.
